Water System Upgrade/Improvements
Finalizing the many SRF forms required as part of the documentation to qualify for the grant and loan. Jim Challis, Ponzer-Youngquist, and I are both working on different sections. Past, present and future income and expense information has been compiled. Other Documentation required is the Technical Capacity Demonstration, Managerial Capacity Demonstration and the Financial Capacity Demonstration. Engineering drawings for both the 300,000 gallon elevated tank and the water main replacements have been sent to DNR-SRF for review and approval. Two appraisals of the property being considered for the new water tower have been completed as required. The surveyor will be here on Monday May 19th to survey elevated tower site to establish the corner markers and complete the certified legal description. Title information is complete except for the certified legal description. The description will be forwarded to the title company when complete.
Two public meetings and one public hearing were held on the 28th of April at 6:00 PM to acquaint the public of the different facets of the water system improvement project. (requirement of SRF). Transcripts of the meetings and hearing have been received.
Grant for Engineering Services
Received response May 16, 2014 from DNR following the completion of the Three Party Contract for Engineering Services Plans and Specifications. The documents will need signing and some other documentation supplied. The total approved is $154,000.00 with $138,000.00 being the grant amount.
MoDOT Safe Routes to School (SRTS)
MoDOT approved the route provided a sidewalk be constructed on South Street between 33 Highway and East Street and from South Street to Short Street on the east side of East Street. Snyder & Associates Engineers has submitted the documentation to MoDOT showing the project constructing the South Street sidewalk east of 33 Highway to near Kay Drive and showing the east end of South Street as a construction option depending on how the construction bids come in. We received notification on the 14th of May that Federal funds are now allocated for the preliminary phase. The surveying crew was in Lathrop May 16, 2014 to start the engineering process.
Sewer System
FTC Equipment will install the replacement pump in the lagoon lift station. Leroy Rader is still researching the cause of the water being forced out the toilet stools at 401 Elm Street while a jetted was being used to clean the Plattsburg Street sewer main between Ash Street and Elm Street. He will issue a report when his research is completed.
Shop Water Tower
The 300,000 gallon Shop water tower was inspected and cleaned by Midco on Saturday March 8, 2014. The written report and video information has been received.
Workman's Comp Insurance Audit
A subject audit on Workman's Comp Insurance has been completed. A copy of how the employee activities are broken out was released in a report handed out at the May 20th City Council meeting to the Board of Aldermen. The numbers were derived from spreadsheets kept on each public works employee. The spreadsheet included in the report was generated using information supplied by weekly time records.
Municipal Elected Officials Training
Gary Markensen came to Lathrop on May 6th to hold the subject training for Lathrop's Municipal elected officials. The City of Holt was invited as well with seven (7) attendees. The City of Lathrop had eight (8) attendees with 3 guests. The meeting lasted approximately 2 hours.
Vacated Ash Street/Park Street Sewer Extension
The vacated Ash Street/Park Street Sewer Extension project is complete. The street cut on Colonial Drive was repaired with concrete while street cuts in the asphalt were repaired with hot mix asphalt. Seeding and mulching are complete.
